Ray Mills, Ph.D.

Ray Mills is a portfolio manager for T. Rowe Price – a publicly owned, global investment management firm. He manages the T. Rowe Price International Core Equity Strategy, including the T. Rowe Price Overseas Stock Fund.

Mills serves on the investment advisory committees of several other T. Rowe Price funds and is a member of the firm’s international equity steering committee. He joined the firm in 1997, and began managing the International Core Equity Strategy in 2000. He is a CFA charter holder.

Prior to his position at T. Rowe Price, he worked in the aerospace industry, including serving as a principal systems engineer on large space systems at The Analytic Sciences Corporation.

He earned his bachelor’s degree in honors in aerospace and ocean engineering from Virginia Tech. Mills earned his master’s degree from the Massachusetts Institute of Technology and a Ph.D. from Stanford University, both in aeronautical and astronautical engineering.
